【摘要】:Formanyyears,consumers,lawenforcementagenciesandinsurershavebeenconfrontedwithanever-increasingnumberofvehiclethefts,bothgenuinetheftsandinsurancefrauds,aswellasthegrowingproblemofincreasingviolenceandthreatsagainstvehicledrivers.Manufacturershaveandwillcontinuetointroduceafter-theftsystemsthatwillenablethepolicetorecoverstolenvehicles.Differenttechniquesarebeingusedforthatpurpose.ThisdocumentreferstothembythegenericnameofAfter-TheftSystemsforVehicleRecovery(ATSVR).StandardsforAutomaticVehicleIdentification(AVI)andAutomaticEquipmentIdentification(AEI)arebeingdevelopedbyCEN/TC278,WG12inparallelwithprENISO14814.ThisATSVRstandarddoesnotprejudicethatworkanddoesnotseektoestablishparametersforfutureAVI/AEIstandards.DSRCandAVIstandardsareseenasbasictechnologyblocksfortypesofshort-rangeATSVRsystems.CertainspecialisedtermsanddefinitionshavebeenusedinwritingtheATSVRstandards.ThispreliminarydocumentaimstoprovidethepreliminaryframeworkofATSVRconceptsanddefinitionsforthepurposeoffollowingones.Itwilltherefore:?definetheconceptsandglobalarchitecturemodelsforATSVRandtheappropriateterminology;?identifythevariouselementsthatmaycompriseanATSVR.Theeventsandassociatedinformationthatarerelevanttothesituationpriortotheregistrationofthetheftarerelevanttothetotalprocess,butmaybesubjecttothelawsofindividualcountries.Sucheventsandassociatedinformationmaybedescribedinthestandardstogiveclaritytothetechnicalprocessesidentified,whichobviouslydoesnotpresumeontheprevailinglegalconditions.
